We are looking for a Director of Health Services who will provide overall leadership and responsibility for the administration of all medical services for the Foster Care/Adolescent Residential Care populations. Works in close collaboration with the Directors of Foster Care, Adolescent Residential Care, and the Clinic Director to ensure optimum health and medical services for clients in assigned populations.  Maintains all the standards from New York City and New York State, the American Academy of Pediatrics, the American Academy of Child & Adolescent Psychiatry and the Council on Accreditation to achieve service excellence, enhance performance and ensure quality improvement.

Essential Functions

  • Ensure that the highest quality health care is provided to all the children assigned to Sheltering Arms Foster Care, Hard to Place Group Homes, Non-Secure & Limited Secure Placement Programs
  • Coordinate, collaborate, and communicate with internal /external health and mental health, childcare, and social service professionals responsible for the care of the assigned population
  • Provide oversight and supervision to the Clinic Director and to all medical staff assigned to the LSP facilities.
  • Develop and implement policy, procedures and standard forms for all the medical records of the children assigned to Foster Care and Adolescent Residential Care
  • Review medical and mental health records on a regular basis
  • Work directly with the Mental Health Administrators [MHAs], Child Psychiatrists, other Physicians and/or Psychologists who provide clinical treatment to foster children and youth in residential care
  • Attend LSP Team Meetings, Critical Issue Conferences, and relevant staff meetings, etc.
  • Participate in department QI process
  • Work closely to track and obtain thorough and appropriate documentation of external mental health and medical services rendered to foster children and youth in residential care
  • Facilitate training and workshops for youth in topics involving health and wellness
  • Provide Family Planning Care
  • Participate in & facilitate transition of juvenile justice and foster care populations to Medicaid Managed Care and the implementation of the Electronic Health Record.
  • Maintain appropriate budget management and sound fiscal practices
  • Take responsibility  for coordinating LSP medical consents requested by Hospital/Clinic for necessary procedures in the absence of the Biological Parents availability
  • Provide afterhours/holiday on-call phone coverage, including overnights & weekends, to be determined on a mutually agreeable schedule
  • Other related tasks & duties that may be assigned



  • A licensed physician in New York State specializing in Pediatrics, Family Medicine and/or Child Psychiatry.
  • Must be Board Certified
  • Excellent written and verbal communication skills and supervisory abilities
  • Minimum of 5 years experience in providing pediatric primary care services
  • 2 to 5 years in administrative management of health services and experience managing budgets
  • Computer proficiency, familiarity with Windows Office Suite & electronic health records
  • Knowledge of or experience working with similar pediatric populations
  • Bilingual (Spanish, English) Preferred
  • Extensive clinical experience with children and families
  • Knowledge of phlebotomy, immunization schedules, physical and sexual abuse signs and symptoms.
  • Excellent communication, direct treatment and supervisory skills
  • Ability to exercise excellent judgment in emergency situations, to take initiative appropriately and to function independently when required.  Knows when to ask for help.
