Sheltering Arms is seeking a Vice President for Child Welfare, Juvenile Justice and Youth Services who provides oversight for three agency divisions: 1) Adolescent Residential Care (four non-secure detention programs, four non-secure placement programs, one limited secure placement program and two foster care group homes); 2) Family Foster Care and Adoption, and 3) Youth Services (two youth centers, two residences for homeless youth and young adults, the ARCHES group mentoring program, and Cure Violence, a community based violence prevention program).

 

Major Duties and Responsibilities:

  • Lead three large program divisions: Adolescent Residential Care; Foster Care and Adoption and Youth Services;
  • Supervise three senior program managers;
  • Provide content expertise, clinical guidance and leadership development;
  • Monitor programs to ensure compliance with federal, state and local regulations and excellent service delivery outcomes;
  • Work collaboratively with other program Vice Presidents to build program expertise, share resources and support program excellence;
  • Provide leadership in developing and monitoring annual program budgets;
  • Participate in development of new programs, including writing excellent proposals;
  • Liaise with senior managers at City and State agencies including NYC Administration for Children’s Services, Department of Probation, Division for Youth and Community Development, and, NYS Office of Children and Family Services
  • Other duties as assigned

 

Qualifications:

  • Masters degree in Social Work, Public Administration, or similar discipline
  • A minimum of eight years of progressively responsible managerial experience in social service setting
  • Experience leading child welfare, youth services and/or juvenile justice programs; residential program experience a plus
  • Excellent relationships with government partners and private funders
  • Experience developing and managing multi-million dollar program budgets
  • Ability to work independently, prioritize, adapt to change, work well with diverse groups of people and lead project teams
  • Proven ability to develop new programs and think creatively
  • Experience analyzing data to monitor outcomes and inform system improvements
  • Excellent organizational, analytic, written and verbal communication skills
