Code Compliance Officer

The Code Compliance Officer’s main duty shall be to ensure that Sheltering Arms Early Childhood Education programs operate in compliance with Article 47 of the NYC Health Code and other applicable rules and regulations.

Essential Functions:

  • Ensure that children are provided with constant and competent line of sight supervision in required ratios, in accordance with Health Codes §47.13, 47.19 and 47.23.
  • Recommend corrective actions such as changing policies, procedures and schedules, and disciplinary actions against staff up to and including making recommendations for termination.
  • Review, track, document, and coordinate timely responses and corrective actions for violations cited and confirm appropriate responses are filed with citing agencies 
  • Coordinate and/or conduct random unannounced walkthroughs of ECE centers to prepare for site pre-inspections, scheduled monitoring visits, helping to prioritize site preparations and staffing assignments. 
  • Support workplace safety; assist with identifying and acquiring necessary tools and equipment for employees based on project needs and safety issues. 
  • Collaborate with early childhood leadership in the development of service plans, including Health and Safety and other relevant operating service plans
  • Provide training and coaching of early childhood staff to create and maintain health and safety compliance
  • Dedication to professional development in order to stay abreast of changes in compliance codes and regulations.
  • Perform other duties as assigned by supervisor


  • Bachelor’s Degree in early childhood or childhood education from an accredited college
  • Five years of successful experience in managing a child care program/institution
  • Knowledge of DOMH Child Care Regulations Article 47 and other city, state, and federal protocols, standards, and guidelines 
  • Must be trained in acceptable child behavior modification procedures, child abuse identification and reporting
  • Strong analytic, problem-solving and critical thinking skills
  • Knowledge and skill in data analysis and development of statistical reports a plus
  • Computer Skills in Microsoft Word, Excel and other IT software and mobile computing devices a plus 
  • Excellent communication, planning, organizational and multi-tasking abilities
  • A child care pre-permit orientation offered by the DOMH is required
