About ORR: The Office of Refugee Resettlement (ORR) is a program of the federal Administration for Children and Families (ACF) within the United States Department of Health and Human Services.  ORR programs provide short term home based transitional foster care and residential services for unaccompanied minors who immigrate to the United States without a parent or guardian. 

Job Summary: This position (Senior Learning Specialist – TCI) serves as the structural framework for the agency’s TCI programs, providing vital support by way of training, administration, and coordination of TCI initiatives, with a specific focus on the ORR program.  The position creates a bridge between the programs, leadership, and the L&D team, to ensure full transparency, investment, and successful implementation. Additionally, the position is responsible for assisting with overall leadership development in both the TCI programs and the agency at large. Tracking and coordinating compliance activities for the Human Resources-Learning & Development Department are also vital responsibilities of this position.


Essential Functions

  • Is responsible for the training and coordination of all TCI related activity in the ORR programs
  • Interfaces with both program and agency leadership to increase buy-in of, and investment in, the TCI Model
  • Provides comprehensive support to program staff and leadership to ensure the model has a strong foundation
  • Attends program staff meetings to help ensure full integration of the TCI model, and communicates regularly with program and agency leadership on the progress and concerns with model implementation
  • Develops and implements a succession plan to increase the number of program-based TCI Instructors to strengthen the overall infrastructure and ensure continuous delivery of service
  • Creates a strong crisis prevention program with youth through workshops and other learning modalities
  • Creates an overall leadership culture that promotes successful outcomes for youth, staff, and the agency via focus groups, team building events, and mediation within teams
  • Acts as an agency wide resource to customize learning events that will meet the developmental needs of staff, and assist the organization in meeting its goal of establishing a culture of learning and leadership
  • Performs administrative duties including, but not limited to:  tracking workshop participation, tracking staff compliance of training benchmarks, maintaining departmental databases (which includes inputting workshop attendance, workshop evaluation forms, creating and distributing workshop certificates), preparing materials for workshops (which includes sign-in sheets, evaluation forms and handouts), and filing of employee training related documents
  • Assists the Compliance Manager with the coordination of TCI compliance activities for the

HR-L& D Department including, but not limited to: preparing documents for audits (which includes pulling and re-filing employee records, photocopying and organizing documents for review) and follow up on results of audits when needed

  • Actively engages in their own professional development by attending external trainings to address areas identified as needing improvement
  • Maintains all training mandates to remain in good standing as a Certified TCI Instructor
  • Other related tasks that may be assigned



  • Masters required.  
  • TCI certified instructor status required. Does this person have to be a Master-level Instructor; or if coming from another agency will we have to retrain under SANY.
  • 4-5+ years of experience training adult audiences, preferably in a social service setting. 
  • Knowledge of computer programs such as Microsoft Word, PowerPoint, Excel, Publisher, Google Docs, Google Sheets, Gmail, and other computer applications such as a Learning Management System (LMS) and web-based communication platforms such as WebEx, GoToMeeting, GoToWebinar, etc.


Professional Requirements:  Demonstrated track record of high level organizational and interpersonal skills, experience with designing and delivering professional development and training, the ability to work collaboratively within a team environment, and the willingness to engage in one’s personal and professional development.
