Education/Vocational Specialist-HTP Group Homes

Job Summary: The Education/Vocational Specialist ensures that all youth in both Clifford and McMurray HTP Group Homes receive an appropriate education services and experience in all NYC DOE and Vocational Sites. The specialist will work in collaboration with DOE/Vocational school staff and with HTP Group Home staff to provide supports for the young people’s education.  To insure that all youth 14 years and older receive appropriate education services prior to discharge. 

Essential Functions

  • Manage a case load to complete initial and semi-annual life skills assessments; provides educational and career counseling; and provides related services to help prepare the youth for adulthood.
  • Develop a specialty in all aspects of college preparation and ongoing support for foster youth who are attending college.
  • Act as a resource for caseworkers regarding educational opportunities for youth, including but not limited to: alternative schools, vocational education programs.
  • High school (Regent requirements, credits required, PSAT, transfers, safety/travel hardship transfer, suspension hearing).
  • GED program (types and availability of GED programs, English and bilingual, GED testing).
  • Special Education needs (CSE evaluations, IEP diplomas, and appropriate placements).
  • Coordinate the tutoring program by hiring tutoring services for HTP Residents more than 2 years behind academically.
  • Lead groups of youth in college preparation, including SAT prep, study skills, financial aid advising, ETV on-line applications, locating the right college, college tours, college fairs, advisement through the application process, and assisting child care staff, foster parents and birth parents.
  • Acts as liaison for NYC Department of Education, accessing critical information from DOE databanks.
  • Provide up-to-date information on higher education opportunities and continuing education program to Caseworkers and Child Care staff for young adults who are college-bound.
  • Conduct support meetings for foster youth who are college students during vacation and college breaks.
  • Develop a monthly tracking system of youth education placement and progress.
  • Attend agency based and external training.
  • Submit reports as required to supervisor/Assistant Program Director
  • Completes progress notes in CONNECTIONS (Education Tab) in accordance with agency standards for timely submission of documentation.
  • Maintain accurate documentation and complete the timely entry of progress notes into CONNECTIONS in accordance with city, state and agency standards
  • Work closely with Quality Improvement to ensure CQI (continuous quality improvement) of services rendered
  • Support the principles of DBT with the end goal teaching the young people to make positive, lasting changes in their behavior by preparing them to be self-sufficient through education and work experience.
  • Manage a case load to complete initial and semi-annual life skills assessments; provides educational and career counseling; and provides related services to help prepare the youth for adulthood.
  • Identify resources including: community jobs, paid and unpaid internship programs, labor
  • union apprenticeship programs, Job Corp, TAPP Center, NY Urban League, STRIVE, Atlas
  • Barber School, Beauty Schools, AmeriCorps, vocational education programs, and two-year vocational college programs.
  • Locate appropriate vocational programs and complete all required admission and financial aid applications.
  • Develop and maintain an updated job bank to which youth may be referred for employment and follow up information.
  • Establish linkages with job training and job placement services for foster care youth.
  • Establish liaisons with programs for internship placement, camp counselor positions and links to community resources.
  • Establish linkages with national and local organizations working on the issue of employment for youth.
  • Organize tours to visit local job sites, career days, and speaker’s bureau on jobs for teens.
  • Other duties that may be assigned

Qualifications

  • Bachelor’s Degree, Master’s Degree preferred  in Education, Social Work, School Psychology, or related field
  • Strong knowledge of ACS mandates  
  • 2+ years prior experience working with residential teens
  • Strong knowledge of the specialized and alternative programs in NYC DOE
  • 2+ years experience in educational services
  • Knowledge of Connections
  • Strong writing skills
  • Applied experience working with Microsoft Office Suite
  • Must be able to pass Therapeutic Crisis Intervention) training.

Physical Requirements: Must have the ability to complete all standard administrative and support tasks including but not limited to climbing up and down stairs, operation of computers/phones/fax/printer/copy machine, and the ability to lift boxes, furniture, and equipment up to 30lbs. Must be able to travel from the various locations and sites of ESS. Ability to perform physical restraint of youth using approved restraint techniques. Physical and PPD clearances required and reevaluated annually.
