About ORR: The Office of Refugee Resettlement (ORR) is a program of the federal Administration for Children and Families (ACF) within the United States Department of Health and Human Services. ORR programs provide short term home based transitional foster care and residential services for unaccompanied minors who immigrate to the United States without a parent or guardian.
Job Summary: The Assistant Director of Queens Residential Programs will work with the Director of ORR Residential Programs to manage services and programming at the 24 bed Queens residential site. This position will be responsible for the overall quality of the residential facility and will ensure safety and optimal care of unaccompanied children placed in the site.
- Manage day-to-day operations at the OCFS certified Astoria, Queens shelter facility, ensuring that all 24 youth in care are supported and provided full services
- Directly supervise three Shift Supervisors, three site Drivers, and two site Cooks
- Work collaboratively as part of a multi-disciplinary team which includes case planners, educators, clinicians, and nurses to support youth release goals
- Assure that the facility complies with agency, federal and state standards
- Prepare staff schedules and ensure proper coverage to maintain the 8:1 required ratio
- Approve time sheets (payroll) and prepare overtime reports
- Appropriately document accidents, illnesses, incidents, injuries, and other relevant reports
- Provide regular weekly supervision to direct reports
- Hold all staff to high performance standards to ensure they provide quality services to the residents
- Collaborate with leadership, facilities, finance and Human Resources to ensure proper ordering, purchasing, hiring and facility repairs
- Orient new Youth Counselors, Shift Supervisors, Drivers and other staff and provide ongoing training, support, and quality supervision
- Ensure that all staff maintain training compliance as per ORR and OCFS mandates.
- Responsible for the appearance and safety of the facility
- Assure that agency vehicles are properly maintained
- Schedule monthly staff meetings
- Maintain responsiveness to on-call issues
- Conduct pop up visits during the overnight tours
- Perform other duties as assigned
- BA/BS/BSW in related field, MSW or similar advanced degree preferred
- 3-5 Years of management experience working directly with youth in a residential setting
- Strong knowledge of OCFS, child welfare and immigration systems
- Strong knowledge of residential operations
- Prior experience with fiscal management preferred
- Must be able to pass required Therapeutic Crisis Intervention (TCI) training
- Experience with ORR a plus
- Bilingual English Spanish or Creole
- Excellent written, verbal, problem-solving, critical thinking and organizational skills
