Director of Medicaid Redesign Initiatives

The Director of Medicaid Re-Design Programs will be responsible for the management and development of the Children’s Health Home Care Management program and the development, implementation and operational oversight of new programs and services for children and families made possible through New York State Medicaid Redesign, including, but not limited to, State Plan Amendment (SPA) services for children.

Major Duties & Responsibilities:

  • Manage Children’s Health Home Care Management Program with units in Queens and the Bronx;
  • Supervise three Care Management supervisors;
  • Research and develop new program opportunities resulting from Medicaid Re-Design, including but not limited to State Plan Amendment (SPA) services for children;
  • Participate in the Development of program models, preliminary budgets, staffing plans, job descriptions, policy and procedure manuals, quality assurance protocols and training plans for new programs and services.
  • Participate in Collaborative for Children and Families (CCF) meetings and participate in CCF work groups and committees.
  • Prepare and submit relevant proposals and applications to government funding and licensing bodies.
  • Liaise with NYS Department of Health (DOH), NYS Office of Mental Hygiene (OMH), and NYS Office of Children and Family Services (OCFS)
  • Work with QI team to ensure that new programs and services operate within established quality standards.
  • Prepare weekly status reports
  • Other duties as assigned.

Qualifications

  • Master’s degree in Social Work, Public Administration/Public Health or Public Policy
  • Experience managing Health Home Care Management or Bridges to Health program
  • Familiarity with NYS Medicaid Re-Design and Medicaid Managed Care
  • Knowledge of Medicaid Managed Care billing and administrative systems a plus
  • A minimum of five years of progressively responsible managerial experience
  • Ability to self-manage workload, work independently, prioritize and adapt to change, work well with diverse groups of people, lead project teams.
  • Proven ability to develop new programs and think creatively
  • Excellent organizational, research, analytic, written and verbal communication skills
  • Experience tracking and analyzing data to monitor outcomes and inform system improvements

Physical Requirements

Must have the ability to complete all standard administrative and support tasks including but not limited to climbing up and down stairs, operation of computers/phones/fax/printer/copy machine, and the ability to lift boxes, furniture, and equipment up to 30lbs. Must be able to travel from the various locations and sites of Sheltering Arms.
